The Water Resources Mitigation Plan Evaluation Checklist is both a checklist and questionnaire to be used when the Department of Water Resources determines that the source of water is not sufficient to supply aproposed appropriation of water and where approval would result in injury to other water rights - in such circumstances this checklist can be used to evaluate the mitigation plan.

A variety of questions need to be answered, including why mitigation is required, what water source is being protected by the mitigation requirement, if the applicant has authority or proper permission to use the mitigation rights, whether the mitigation rights are valid, and if they are sufficient for the required mitigation, including historic use and availability of water, that forfeiture has not occurred, overlapping rights, water quality, watermaster input etc.
