The Missouri State Bill of Sale for Scrap Metal Operators-Vehicles 10 years or older Without Title app allows scrap metal dealers to apply for ownership of a junk vehicle that is inoperable or wrecked.

The scrap metal dealers will provide information about the previous owner, any bill of sale, and the make, model, and type of vehicle. Operators can receive all types of motor vehicles including trucks, motorcycles, passenger vehicles, and other recreational vehicles.
The junk vehicle being turned into the scrap yard must be at least 10 years or older and must be inoperable due to the vehicle being wrecked, extensively damaged, dismantled or otherwise mechanically inoperable. Information from the seller including a proof of ownership and valid driver license or state issued identification card must be included. If the vehicle is less than 20 years old, the Department of Revenue must be contacted for any existing liens.
