The purpose of risk assessment is essentially to take cognizance of the hazards inherent in a work process, not the precautions already in place, and guide the decision-making process as to whether more needs to be done to assure continued safety.
How does it work?
DSEAR makes no distinction as to the scale of the hazard, but many users of flammable liquids may use quite small quantities – a few millilitres in a sample, say. Equally a large flammable liquid store may contain hundreds of litres. Risk assessment under DSEAR has to take a specific form: this is specified in the Regulations themselves.
