The app should be used by emergency response teams, specialized responders, HAZMAT teams, or law enforcement officers who responded to the initial report. Emergency response personnel should report details about time and location of HAZMAT/CBRNE incidents, weather conditions, wind conditions, odors, visible emissions, explosions, fires, or other signs of hazardous materials or a CBRNE emergency. Emergency responders should use extreme caution in these situations, and allow the HAZMAT team to address the situation since they have proper training and specialized personal protective equipment, such as respiratory protection and access to decontamination facilities.
