The checklist covers general assignments for key departments involved with rail incident response - operations, HAZMAT, safety, medical, etc., and the identifier and assignment can be noted. The checklist guides the responders through how to deal with the incident, approaching the scene cautiously from upwind, uphill, or upsteam (to reduce the personal hazard of vapor, fumes, smoke, and hazardous spills), and securing the scene to isolate the area and maintain personal safety. Help should be obtained, hazards identified, and the response should be swift and efficient. Finally, the responders should assess the situation, noting what the hazard is, the hazardous materials involved, answers to the questions of who/what is at risk, and establishing a command post and lines of communication (ie setting up an incident command for emergency responders). Photographs and notations can also be added to the app to demonstrate the risks and safety hazards, and the app is fully customizable to meet the needs of the particular emergency response system.
