When foreign plant products are imported into the US, they must be quarantined and undergo a health inspection for pests and overall plant health before they are released to the owner. Following an on-site inspection, plants may need to be treated before they can be released by the inspectors for sale to consumers as nursery stock or for use by growers in the US.

The USDA live plant government certifications app should be used by field inspection authorities to show that the plant has been certified after the health inspection and treatment of a plant has been completed. The form helps ensure compliance with foreign plant standards and ensures that the plant has been deemed free of pests and in good condition. Once completed, the form can be signed off on by inspectors and emailed directly to the processing company or proper regulatory agency.
