A plant may be in the country without an import permit or certificate, a plant may fail inspection because it was found to be infected with pests and diseases, or a plant may be infected with noxious weeds, or soil may have been found on the plant during the quarantine process. The Phytosantiary Inspection and Plant Quarantine Nature of Non-Compliance (India) app will be used to demonstrate that an imported plant was found to not be in compliance of rules and regulations and did not receive the required permits to be in the country.
