Plants and plant products are routinely imported from foreign countries into the US and are subject to inspection and quarantine as part of the permit process by the government at a quarantine facility. This includes nursery stock, private sales of plants for planting and all related plant parts.

Agricultural pests, diseases and noxious weeds species that enter into a new environment can harm other plants, which is why there are plant quarantine requirements. Once plant health has been evaluated by the inspection service, they can receive certification to enter the country legally through customers. These permit process requirements are for plant protection and help protect native plants from foreign diseases and pests.
