The emphasis is on enclosed spaces where there is a risk of injury or death from either potential hazardous substances, dangerous conditions or enclosures with limited space, openings and/or poor ventilation. A confined space should never be entered without proper training, supervision, risk assessments and a written description of the work involved. A suitable and sufficient assessment must be carried out of the risks for all work activities for the purpose of determining what measures and procedures are necessary for safety. For workers in confined spaces this means identifying the hazards present, assessing the risks and determining what precautions to take.

A risk assessment must be carried out by someone with sufficient experience in occupational safety and familiarity with the relevant process, plant and equipment. Dangerous conditions could include low oxygen levels, toxic gases, or poor ventilation all of which could prove to be hazardous to the health and safety of individuals.
