The owner must provide the details of the construction site, hull outfitting site, hull class designation, type of propulsion, dimensions, and cargo information. Classification must include the full details and design of the ship including the start and end date of construction, a General Arrangement Plan or Pocket Plan for the design.

Certification requires all needed certificates and documents for international travel, pollution control, compliance with international regulations, certification for the transportation of oil, flammable liquid, chemicals, or other hazardous materials, and other documents necessary for the vessel to travel in international waters with dangerous goods. Full designs of the vessel, hull, cargo hold, storage tank and any other special equipment must be submitted. The owner should also include all technical data for each part of the tanker.
