California Small Business Preference
The Small Business Preference app will allow for companies to apply for small business preference for a construction project.

The full name of the bidder and company and the project being bid on must be provided to the state. The bidder will apply to the state for the small business 5% preference and include the form with the bid proposal.
The business must confirm that they are an existing small business with an application on file with the Small Business and DVBE services and provide that their bid does not exceed the maximum bid for services. If the firm is not a small business but wishes to claim small business preference the firm must subcontract 25% of its net bid to to one or more small business. All small businesses being subcontracted should be listed with their full information and the dollar amount and percentage of bid noted.
